Since Vista, Microsoft has included a screen-capture utility with Windows, called Snipping Tool. This was hailed at its launch, and indeed it offers advantages over the good old PrtScr+Paint option, but as someone who frequently needs to take screenshots, I still find that it falls far short of third-party options such as TechSmith's Snagit. OneNote also includes a screen-clipping app, but the new Snip, a beta product from the Microsoft Garage incubator group 'dedicated to developing the hacking culture,' offers a couple of differences, most notably the ability to annotate captures with digital ink and your voice. It's a kind of nifty little tool, but those with more-serious screen capture needs should look to more-powerful tools like Snagit and Apowersoft Screen Capture Pro.

Oddly, Snip doesn't have an entry in the Windows Store, and, though it doesn't require Windows 10, using that OS's touch input offers an advantage over mousing for handwritten annotations. To get going, you simply download Snip's setup file from its project webpage. It's a tiny (just 2.1MB) executable file, and, after checking the license agreement box, you're up and running in seconds. On first run, you see a four-panel introduction box outlining what you can do with it.

Interface and Using Snip
Snip, which sports the simple, flat design of Windows 10 interface elements, installs a toolbar atop your screen that's hidden unless you move the mouse cursor over it. Tooltips for its three buttons inform you of the toolbar's three functions: Capture, Whiteboard, and Camera. Snip feels almost like a subset of the Edge browser's annotation feature, which lets you snap screenshots of webpages,mark them up, and share them. The big differences, of course, are voice annotations and webcam photo shooting.

Tapping the Capture button displays crosshairs you can use to select a rectangle on the screen for capture; alternatively, you can just click without selecting anything to get the whole screen. One disappointment for me is that there's no custom hotkey option, such as Snagit offers. Still, Snip takes over the Print Screen key of your PC, which is sort of a hotkey. In fact, Snip disables Windows 10's built-in Windows-key-Print Screen function, which stores screenshots to your Pictures folder. Another Snip drawback is that it can't scroll windows, very useful for deeper screenshots such as webpages, the way Snagit and Apowersoft Screen Capture Pro can.

The whiteboard option simply opens the editor with a blank page for your writing and scribbling. This is one function that's much better with a touch screen monitor, and it makes sense for that to be a large one if it's to be used as a team-viewable whiteboard.

Once you've snipped or photographed something, the Snip Editor opens, with helpful tooltips telling you what you can do, which is already quite clear from the self-explanatory, simple icons. You can draw over your shot with four different pen thicknesses and five different colors, and you can also record audio that's synced with your markup. That's great for teachers who want a simple way to narrate a class diagram, or even for a coach sketching a play. Surprisingly, there's no highlighter—something available in the earlier snipping tool. Nor is there an Undo option, though the eraser can approximate that.

Recording voice narrations is a cinch. Simply hit the Record microphone icon and start talking. A big red stop button makes it easy to ending recording. After you're done, you see controls for playing the result, redoing it, deleting it, or sharing it, which you can do via link, embed code, or email.

Any snips you create by any of the three methods are later available in your Library. Hitting either the small book icon on the top-of-the-screen toolbar or the larger one in the editing window opens your library of snips. From here you can further edit your snips or share them.

Sharing
Snip's sharing is as about as developed as its other functions. Though the tooltip proclaims the ability to tweet and more, in my testing my only option from the Share icon on my Windows 7 PC was to email it, while a Windows 10 test machine offered Facebook as well. I could also save my creation to disk as an MP4 video file. The Link sharing option actually uploads youra video or your narrated, annotated screenshot to Microsoft Office Mix servers where it's hosted for streaming.

Worth a Shot, but Not the Ultimate Tool
Snip is still in beta, but it might already be useful for anyone who needs to annotate and narrate screen captures, drawings, or webcam photos. But it falls far short of commercial products such as CaptureWizPro, Snagit, and Apowersoft in a number of ways that will be important to hardcore screen capturers.
